About Kenneth E. Hill

CEO and Co-Owner

Kenneth is co-owner of Spectrum Support Services Inc., and serves as Chief Executive Officer. He is a graduate of the University of North Carolina at Chapel Hill with a degree in Psychology. He is responsible for the operations and management of Spectrum Support Services Inc..


Kenneth has 28 plus years of program development, organizational management and funds development experience, working with a myriad of “at-risk” populations from juvenile justice, homeless, substance abuse to those with mental health challenges.

Ilean is co-owner of Spectrum Support services Inc. Ilean is a graduate of UNC-Chapel Hill University with a Master’s Degree in Early Childhood Intervention and Family Support. Ilean serves as the Lead Case Manager and Supervising Developmental Specialist at Spectrum Support Services Inc. Ilean has 28 plus years experience as an “Infant and Toddler Specialist” working with children with special needs and their families.


Ilean is an accredited provider in Triple P- Positive Parenting Program, an evidence-based family intervention model aimed to make parenting easier by making use of positive discipline strategies, and offer parents effective management strategies for dealing with a variety of childhood behavior problems.


Ilean has extensive experience providing Case Management services to adults and children with developmental disabilities that includes coordinating, monitoring, assisting, and linking needs to community resources such as housing, and public assistance benefits.
